This recommendation defines a test methodology that may be used in assessing the proper configuration and performance of an Ethernet network to deliver Ethernet-based services.　This out-of-service test methodology was created so service providers have a standard way of measuring the performance of Ethernet-based services.

The test methodology applies to end-to-end, point-to-point and multipoint connectivity in the Ethernet layer and to the network portions that provide, or contribute to the provision of such service in accordance with the normative references specified in clause 2.
